Chrome, Firefox, and Edge all have a rotate button in their built-in PDF viewers. All three rotate the display. None of them save the rotation to the file. Close the tab and the next person who opens the PDF sees it sideways again.

What the Built-In Rotate Button Does (And Doesn't Do)

Chrome: The rotate button in Chrome's PDF viewer rotates the view 90 degrees clockwise. There is no "save" option. The rotation lasts only for the current tab. Navigate away or close the tab and it resets.

Firefox: Firefox's PDF viewer (document renderer) has a similar rotate button. View-only rotation. Firefox does not even have a shortcut key for it — you have to click the toolbar button. No save capability.

Edge: Edge's rotate button works the same way. View rotation, no file modification. Edge has slightly better PDF viewing features than Chrome (drawing, highlighting), but rotation is still display-only.

All three browsers made the same design choice: the PDF viewer is for viewing, not editing. Rotation is a viewing convenience, not a file operation.

Rotate and Save — In Your Browser

You don't need to switch to a different application. Open a new tab in the same browser, load the Rotate PDF tool, and use it to permanently rotate the file.

Firefox: Downloads go to your configured download folder (usually ~/Downloads). Firefox may prompt you to open or save — choose "Save" to keep a permanent copy.

Edge: Edge has a "Save as" option in its PDF viewer toolbar, but this saves the original file, not a rotated version. Use the tool to create a rotated copy, then open it in Edge to verify.

All browsers: The tool works in private/incognito mode. Your file still processes locally. No cookies, no local storage, no cached data. When you close the incognito window, everything is gone.

Why Google, Mozilla, and Microsoft Don't Add This Feature

Adding "save rotation" to browser PDF viewers would require browsers to write modified PDF files back to disk. This crosses the line from a viewer into an editor, which opens a can of worms: file corruption risk, permission issues, the need to handle every PDF quirk and non-standard encoding.

Browser vendors keep their PDF viewers deliberately minimal. Chrome's PDF viewer is based on PDFium (the same engine as Foxit). Firefox uses document renderer (a JavaScript renderer). Both are optimized for display speed, not editing capabilities.

This is unlikely to change. The gap is permanent, and browser-based tools fill it without requiring any new browser features.
