Manual reframe in free DaVinci Resolve (if you still want to install)

  1. Create a new project with output resolution 1080x1920.
  2. Import your landscape clip. Drop it on the timeline.
  3. In Inspector, scale the clip to fit vertically (keeps original aspect).
  4. Duplicate the clip to a track below. Scale up to fill the canvas. Apply a blur effect (Blur > Box Blur, set to ~40px).
