Cannot Copy Text from PDF? Here's Why and How to Fix It

Last updated: April 20265 min readPDF Tools

You cannot copy text from a PDF, and you need that text right now. There are exactly 4 reasons this happens, and each has a free fix that takes under 30 seconds.

Skip the diagnosis — extract text from any PDF directly.

Fix 1: Scanned PDF — Use OCR

If your cursor does not show a text selection cursor (it stays as an arrow), the PDF is a scanned image. There is no text to copy — just a picture of text.

  1. Open PDF OCR
  2. Upload the scanned PDF
  3. OCR reads the images and produces text
  4. Copy the extracted text

How to tell: Zoom to 400%. If the text gets blurry/pixelated, it is a scan. If it stays sharp, it is native text with some other issue.

Fix 2: Copy Restrictions — Unlock the PDF

If you can view and read the PDF but cannot select or copy text (right-click copy is grayed out), the PDF has an owner/permissions password restricting copying.

  1. Open PDF Unlocker
  2. Upload the restricted PDF
  3. The tool removes copy restrictions (no password needed for this type)
  4. Download the unlocked PDF → now you can copy text normally

Fix 3: Garbled Text — Use Text Extractor

If you copy text and paste it but get symbols, boxes, or random characters instead of readable text — the PDF has non-standard font encoding.

  1. Open PDF to Text
  2. Upload the PDF
  3. The extractor reads the text layer directly, bypassing clipboard encoding
  4. Copy the clean, readable output

This is common with PDFs generated by older software, legal document systems, and some government agencies.

Fix 4: Weird Line Breaks — Clean Up After Copy

PDFs format text in positioned blocks, not paragraphs. When you copy, each block ends with a line break. Your pasted text looks like:

"This is the first part of
the sentence that should be
one paragraph but has breaks
every 50 characters."

Quick fix: Paste into a text editor. Find and replace: find \n (newline), replace with a space. Then fix paragraph breaks manually. Our text extractor handles this more intelligently — it joins lines within paragraphs while preserving real paragraph breaks.

The Universal Fix

If you do not want to diagnose the cause, our PDF to Text extractor handles all four cases. Upload the PDF, get clean text. It works for native PDFs, handles encoding issues, and bypasses some copy restrictions. For scanned PDFs, chain it with PDF OCR.

Extract text from any PDF — regardless of why copy is not working.
