If your cursor does not show a text selection cursor (it stays as an arrow), the PDF is a scanned image. There is no text to copy — just a picture of text.
How to tell: Zoom to 400%. If the text gets blurry/pixelated, it is a scan. If it stays sharp, it is native text with some other issue.
If you can view and read the PDF but cannot select or copy text (right-click copy is grayed out), the PDF has an owner/permissions password restricting copying.
If you copy text and paste it but get symbols, boxes, or random characters instead of readable text — the PDF has non-standard font encoding.
